Pennsylvania issues an unusually large range of registration plates, and the pricing is layered rather than flat. What you pay depends on the plate type, whether you personalize it, and whether you are replacing one that failed rather than one you lost.

PennDOT’s schedule lists personalization at $103.00 on a standard issue registration plate and $136.00 on all other registration plates.
So personalizing a specialty plate costs more than personalizing a standard one — and you pay the specialty plate’s own issuance fee as well.
Have alternatives ready. PennDOT reviews requested configurations, and rejects combinations already issued or considered objectionable. Submitting a single cherished idea and waiting to hear is how applications stall. Three or four ranked options move much faster.

First-time issuance varies enormously by category. A representative sample from the current schedule:

The pattern is consistent: a modest plate fee, then a substantial jump for personalization. Several categories connected to military service and disability sit at the bottom of the range deliberately.

Special organization and special fund plates
Two categories are frequently confused. Special organization plates represent a club, association or institution, and the organization itself may charge its own initial and renewal fee on top of PennDOT’s — you contact them, not the state, about that portion.
Special fund plates direct part of the fee to a designated cause. If supporting the cause is the point, that distinction matters, because an organization plate and a special fund plate route your money very differently.
What actually gets rejected
PennDOT reviews every requested configuration, and applications fail for two reasons.
The first is duplication. Pennsylvania has issued personalized plates for decades, and the short, obvious combinations went long ago. A first name, a common word, or a three-letter set is very likely taken already.
The second is content. Anything that could be read as obscene, as impersonating an official designation, or as objectionable in some other way will be refused — and that assessment is made by someone applying judgement, not by a keyword filter. Clever spellings intended to slip a word past review are exactly what reviewers are looking for.
Neither refusal is worth arguing with. Submit ranked alternatives, and treat the first choice as a hope rather than a plan.
Replacement is more generous than expected
This is the part almost nobody knows, and it saves real money.

The distinction is between a plate that failed and one that vanished. A plate that has faded, peeled or become illegible is replaced free, including personalized versions. A plate that was lost or stolen carries the $14.00 fee.
Pennsylvania plates spend years in road salt, and a plate you can no longer read from twenty feet is both a citable defect and a free fix. It is worth looking at yours.
One caveat on replacement. Where a plate series has been redesigned since yours was issued, the current design is what you receive — and a new personalized configuration may be required. Do not assume an exact combination carries across a redesign without asking.
Keeping a plate you paid for
Having spent $103 or more on a configuration, do not leave it on a car you are selling. Pennsylvania plates belong to the registrant, and transferring one to your next vehicle costs the standard $11.00 transfer of registration plate fee.
